Possible Retrogression this coming May?

I am wondering and I do not know where to get the answers. My CC was March 10, PD:08/22/13 F2A Philippines. Until now, I haven't received I/L yet. I personally know someone of the same category F2A Phiilippines PD 03/2012 her CC was March 7 and she got her I/L on April 1 for May appointment as US Embassy Manila. How to they give out the schedules? According to CC date or PD? Why does it seem like they stopped giving out scheds to those with 2013 PD? I will greatly appreciate your response.

yeah its kinda weird ... usually they will send il on last week of the month ... scared also for retrogression ... some more im still waiting for cc... in our fb group(phils) , no one posted that they receive il ... few more hours or days , we will know the answer... hoping for good vb...

My CC was on March 11, still no IV letter,

May cut-off date for F2a is still on SEP/08/2013, but retrogression is coming as per what they describe in the bulletin

Thanks for Sharing the link. Good to know that there is no retrogression in May. Still hoping to get a slot for May interview. I don't know what to do now.. just keep hoping and praying... and waiting..."it's alright not to know the answers they will come to u when u least expect it..

by the end of this week May visa bulletin will be published. it might clear up whether to expect retro or not. Hope not.

Case shipped to DOS - November 19, 2013

NVC Stage

December 11, 2013 - NVC received my case

December 30, 2013 - NVC case number issued

January 2, 2013 - NVC issued invoice number

January 13, 2013 - DS261 filled out

January 15, 2013 - AOS invoice received and paid

January 17, 2013 - AOS package sent

January 21, 2014 - Fed ex delivered package (NVC confirmed receipt on 22nd)

At the current rate, such demand will require a retrogression of the F2A cut-off date within the next several months. That action would be necessary to hold number use within the annual numerical limit." i would say June or July we can see retrogression

D. VISA AVAILABILITY DURING THE COMING MONTHS

WORLDWIDE F2A: From early 2013 through September 2013, the level of demand for numbers in this preference category was extremely low. As a result, the F2A cut-off date was advanced at a very rapid pace, in an attempt to generate demand so that the annual numerical limit could be fully utilized. As readers of the Visa Bulletin were advised during that time, such cut-off date advances were not expected to continue, and at some point they could stop, or retrogression might be required.

The level of demand being experienced for FY-2014 has resulted in the Worldwide F2A cut-off date being held since October. Despite no forward movement of the cut-off date, the level of demand has continued to increase dramatically. At the current rate, such demand will require a retrogression of the F2A cut-off date within the next several months. That action would be necessary to hold number use within the annual numerical limit.

MEXICO F2A: Despite an earlier retrogression of this cut-off date, the level of demand remains extremely heavy. As a result, it is likely that another retrogression of this cut-off date will be required to hold number use within the annual numerical limit.
