Please Help I-130 for my mother

Hi everyone, i am realy not sure what to do now, it has been 90 days since my mother's petition approval date, and yet NVC still not received, i called NVC almost everyday and not trace, i sent email to NVCREsearch and nothing, i sent email to NVCInquiry and nothing, called USCIS talked to supervisor all he did is open a ticket for me and still no response, talked to my congressman, and he is receiving exactly the same information i do. SO what to do? USCIS said they they shipped it to NVC a month after approval notice and they don't know why it was not sent earlier so i am confused on what to do next.
