My fiancee is a Chinese citizen and I am planning on meeting her in Hong Kong and bring her back to the US. Is there a procedure she needs to complete when she leave mainland China, into Hong Kong, so there are no issues when she gets on the plane at Hong Kong Airport?

I don't think there is a procedure. My wife did the same thing too. She also fly out from Hong Kong. I think you need plane ticket, visa to Hong Kong, the unopen package from the consulate and China passport. Congratulations! :dancing::thumbs::dance:

Chinese citizens can get a passport like document that allows them into HK for upto 7 days but if you have a confirmed plane ticket out of HK and a visa to the country of destination you do not need anything to enter HK (I beleive you have to be out of HK within 7 days, but you might want to check on that)

Transit

14

Chinese passport holders who are in transit through Hong Kong to and from another country or territory may be granted a stay of seven days on each landing without the prior need to obtain an entry permit provided that usual immigration requirements are met, including possession of valid entry facilities for the destination and confirmed onward booking for the overseas journey.

15

If a Mainland resident is in possession of both valid EEP and Chinese passport, he/she may, upon his/her entry into Hong Kong and in accordance with his/her purpose of visit, produce his/her EEP or Chinese passport (except arriving from Macao and via Hong Kong to the Mainland) for entry into Hong Kong.
