My now husband had a non direct flight so he had to stop in toronto canada where they took his packet then connected to the states.

Would the answer be here the state or where they took his packet toronto? little confused...

Also When they ask if you were you inspected by an officer do they mean the officer in the visa interview or in toronto???

If you did the immigration in Toronto, then that is the place. i know it is weird, as it is not the US, but they have "pre-immigration" at some airports in Canada (and at least one in Ireland) so Toronto would be your POE.
