Who gets the service contracts in Memphis and Atlanta?

The election of Maynard Jackson, who has died of a heart attack aged 65, as the first black mayor of Atlanta,Georgia, in 1973 was a major landmark in the southern US city's history.

It signposted a change of guard in the local political class from white to black; no white person has since been elected mayor.

Jackson, who served three terms in office, was a prominent exponent of affirmative action.

In his first two terms, he rattled Atlanta's old cosy business relationships, alienating some, but wooing them back in his third term with deft deal-making skills. In 1978, he signed a law requiring 25% of the city's projects to be set aside for minority firms. The policy, which still operates today, made Atlanta the most hospitable place in America for black entrepreneurs.

He also pushed through an affirmative action programme that made it mandatory for contractors to take on minority-owned businesses as partners, and forced the city's major law firms to hire African-American lawyers. He threatened that "tumbleweeds would run across the runways of Atlanta airport" if blacks were not included in city contracts.

But Jackson's action was seen as a sign of hostility by white businesses, which moved to the suburbs, leaving segregated neighbourhoods with poverty concentrated in the inner city. He later admitted that he had mishandled relationships with some white businesses.

Maybe you are right Marv, White Contractors, lawyers and workers just really were not interested in competing for the percentage of Jobs set aside for Blacks.

Again, who is the big looser? (other than the best man for the job) the Tax Payer who pays much more for a contract or pays for the hiring those who can't win by ability or closed ballot.

You can look at MARTA, the bus system, the Court system the Police force the School system on and on and we see in most of those cases it is run and controlled by Blacks.... so how can Blacks play like "They can't be racist because they don't have power?

That kind of silly logic only works when I am not here to set the record straight.

And Marvin, the fact that you are not aware of this makes me wonder how many black friend YOU have. (Since that seems to be your only retort)

Failure to find qualified Blacks for a fire fighter position is EVIDENCE that discrimination exists.

Here is another one- Shouldn't your company "look like the community"

If the community is 40% white and does not reflect that in a Black owned Business. ... no problem.

(This "reflect the community" stuff only works when not enough Blacks are on payroll, an over abundance of Blacks is no problem)

Speaking from inside the bowels of corporate America, I've always noticed how some teams are lily white and some are blacker than Newark. Sum total, it makes the corporation look like it "looks like the community" but that is very misleading. It is well known that a black person can get hired into one of the white people dominated teams but will be booted at the first mistake; it is just as well known that a white person can get hired into one of the black people dominated teams but will be the subject of constant taunts and jibes until he/she just gets up and leaves.

But the corporation looks good in its diversity ratings because the sum total numbers are good.

My first experience with some perhaps similar was When I went in the Marines.

I marveled how people often clustered together by race even though they came from wildly different back grounds.

Of course I am referring to off-hours stuff. On the whole we had no cliques at work, even though people gravitated towards each other a bit.

I'm not talking about cliques. I'm talking about formal departments as defined in the corporate org tree.
