Can anybody help me out and point in me in the direction of where to start the green card process? And does getting the green card mean that she is getting a change of status? She lived in the U.S for 2 years and had a license while she was here, I know she will have to get another one but will she have to wait until she gets her green card in order to get a license?

Take a look at K1 AOS Guide:

Driver's license requirements vary from state to state, check your state DMV for requirements/procedures.

Good luck.
