I am an American -- wife is Filipino -- we have a 2 year old daughter. Wife and daughter live in Philippines - I am traveling back and forth between USA and Philippines as I prepare for us to all move to USA.

I-130 submitted in Nov. 2006 and I-129F application in early December 2006.

Daughter has had serious medical problems for several months -- a search for better medical care is the primary reason we have decided to move to the USA.

In the last month, she has developed a new problem. She has what looks like a very bad rash that started on her left foot and has now spread to both legs -- totally covered from below the knee -- and advancing quickly. We have been to every type of doctor we can find -- and they don't have a clue.

Daughter has her U.S. passport -- and if necessary, I can take her to USA for treatment. But that would be a very traumatic experience for her (and for me) without her mother being with her.

Does anyone know if there is a way to speed up the process in situations like this?

I believe that depending on the particular circumstances and the severity of the medical condition you could request the USCIS expedite your petition. Check out the USCIS website for info about the process and who you need to contact to inquire.

Note: were told the long delay due to huge backlog and internal changes in VT

NVC :

04-June-07 - NVC generates DS-3032 & AOS bill

12-June-07 - AOS Bill payment sent/ alien receives DS-3032 form (by mail, dated 4th June)

13-June-07 - Alien sends back completed DS-3032 (by mail)/ rcvd 19th of June approx.

To mid July-07 - I-864 form sent completed and IV fee bill

19-July-07 NVC rcv I-864 form; mail signature rcvd.

22-Aug-07 Ds-230 with documents sent to NVC.

20-Sep - 07 Alien sends NVC Missing document. NVC receives it the 25th.

05-Oct - 07 NVC completed.

16-Jan - 08 Interview, 3 questions asked, visa approved same day, received 1week later approx.

Note: delay due to internal delay, missing document (not rfe) and self procrastination of understanding some abstract terms. C Post not at all reliable (delivery duration, delivery with signature (did not deliver personnaly), and delivery of interview letter rcvd after the interview).

In USA:

01-03-08 POE Entry in USA

I took a look at the USCIS website and did not find much related to my particular situation. I remember reading about this somewhere, probably months ago. I believe it was related to I-130 and the ability to request expedited processing due to health problems of the petitioner; but now, I am unable to even find this information.

If you can think of a specific form that would be used -- or another keyword besides 'expedite' -- or even a specific page on the USCIS website -- please let me know!

Perhaps it is psychological -- anything is possible at this point.

Another round of blood tests today did show several abnormalities -- not sure what they mean. One was related to slow blood clotting. Earlier CBC tests were normal -- although borderline -- and they were attributed to some heavy medications she was on -- but has been off for over a week now.

Unfortunately, all the doctor could do was to suggest we find a hematologist.

"blood clotting"...that would preoccupy me...hope the dr will dig more into that...Also to determine if it's due to second effect of medications...something that does not fit together...Overall...kids have also the ability to heal fast..if it's not something serious...On the psychological level...avoid all stress...Good luck guys!!!...

Just a thought - have your medical team considered pediatric idopathic thrombocytopenia? My nephew has recently had this and started with those very symptomsand how blood work was abnormal too with regards to clotting.

he is being successfully treated but is not allowed to takepart in any sports or anything which could make him have moderate to heavy physical contact with anything or anyone else.

SYmptoms include: Bruising (purpura): purplish areas on the skin or mucus membranes (such as in the mouth) due to bleeding. The bruises may occur for no apparent reason.

Petechiae: pinpoint red spots on the skin (typically the legs) that often occur in groups and may look like a rash. The spots are due to bleeding under the skin.

Bleeding that is hard to stop.

Treatment can include: The acute (temporary) type of ITP that occurs in children often goes away within a few weeks or months. Children with bleeding symptoms more than merely bruising (purpura) are usually treated. Milder cases in children may not need treatment other than monitoring and followup to be sure the platelet count returns to normal.

Medicines

If treatment is needed for adults or children with ITP, medicines are used first. Corticosteroids such as prednisone are commonly used to treat ITP. These medicines, called steroids for short, help raise the platelet count in the blood by lowering the activity of the immune system.

Some medicines used to help raise the platelet count are given intravenously (through a needle in a vein). These medicines include immune globulin and anti-(Rh) D immunoglobulin.

Other medicines may be tried if initial treatment doesn't help. These medicines are usually given after a splenectomy (splee-NECK-tuh-mee) has been performed.

Removal of the Spleen (Splenectomy)

If necessary, the spleen may be removed. This treatment is used mostly in adults whose ITP has not responded to steroids. Removing the spleen stops the destruction of platelets in the spleen, but it also may make the person more likely to get infections. It is important for a person without a spleen to watch for signs of infection, such as fever, and to get treatment right away.

Other Treatments

Platelet transfusions. Some people with ITP who have severe bleeding may need to have platelet transfusions and be hospitalized.Treating infections. If a person with ITP has an infection that can lower the number of platelets, treating the infection may help raise the platelet count and reduce bleeding problems.

Just a thought - that may be worth pursuing. Hope you manage to find the cause and also get the the USA quickly together as a family.

Thank you Fwaguy, Knowledge, Shakil and Perfect....

I went to the link the Shakil provided and I think Fwaguy is right -- that it would have to be a life-threatening emergency for them to consider speeding up the process and hopefully we are not heading that direction. Considering we do have a remedy; get on a plane and fly to the USA, without mom, it is even more unlikely that they would agree to expedite.

I would be inclined to try anyway – even if her situation does not rise to the level of life-threatening, but does require that she seek immediate treatment in the USA, it sure would be threat to her mental health to go without her mother.

Two doctors in Davao have suggested that she might have a diseased called Henoch-Schonlein. Tests tomorrow will tell us if we need to take a very close look at this possibility. Perfect suggested idopathic thrombocytopenia, and from what I have read on the internet today about this, it is very similar to Schonlein's, so we need to have the doctors respond to this too.

Seems I read somewhere here, someone had their case expedited due to an immediate family medical situation. I cannot recall the details. It never hurts to ask.

I sure hope you find out what is wrong with your little girl soon and get it dealt with.You can be assured I'll be thinking the most positive of thoughts for you all.
