Local and/or Foreign police record

Hi,

While still waiting for NOA2, I want to prepare ahead for what I will need for the interview.

I found this from the US Consulate in Vietnam (my fiancee's country):

1. Original Justice Record Check #2: Must be issued within the past year by the Department of Justice office in your district of official residence for each beneficiary age 16 and over.
2. Original Foreign Police Certificates: are requested if the applicant aged 16 and over from any country OUTSIDE of Vietnam in which you resided for at least six months since age of 16 or older. For further information please visit the Department of State’s website athttp://travel.state.gov/visa/immigrants/info/info_3195.html#police

#1 is easy to obtain sine it's the local from the VNese authorities. However, I'm confused with #2. My fiancee used to studying abroad in Singapore for a few years, but she came back and has been living in Vietnam since 2008. From what shown above, it seems like she need to get a police record from Singaporean govt. But when I digg deeper from the link http://travel.state.gov/visa/immigrants/info/info_3195.html#police, it seems like she doesn't need that, and the VN local report is the only thing she need.

Can you all help me clarify this part here ?

Why do you think that she wouldn't need one from Singapore?

I guess the both links say the same. I misunderstood the word "local". The whole time I was thinking of VN local police, but in this case "local of that different country". This just makes things little complicated.

Next question, anyone has any experience on how to obtain the police record from another country ? She's no longer live there so it's really a hassle to apply for a tourist visa and go back to that country just to obtain the police record !!

My fiancé, who grew up in South Africa, but now lives in Ireland, has had to get his SA one by sending documents through the mail. He may have had to go through the SA consulate in Dublin. I'll ask.

Here's his reply about the South Africa police cert:

"If through embassy it Will take 8 months. So i got the fingerprints and forms done through the embassy and then just posted it to my mom who posted it on to the police. They will post it back after a few weeks and she will post to me."

I don't know if it works that way for Singapore.

Thanks for the response. I found some info from Singapore Police website. Hopefully we can get something from there. I may ask her to contact Singapore embassy in VN.

I found from the Sing Police website that they stop issuing the Criminal Record report for non-Singaporean citizen. They suggest:

1/ Make a statement and Public notarize that you never commit a crime blah blah blah --> aka, say that you're a good citizen and promise that you're telling the truth !!

2/ If the US consulate reject #1, make an appeal to the Singaporean Police department and they'll consider case-by-case basis.

This sucks because it can potentially slow down my case. It means I will go to the interview without the police certificate, and hoping for the Consulate to be okay with it. If they don't, I will have to waste time to appeal with the Sing. govt without any real timeline if this can even be done.

I just email the US Consulate in Vietnam with this question and still waiting for their response about this.

I agree. that does suck. Good decision to email the consulate in Singapore. Surely this won't be the first time they've encountered this issue. It'd be great if they'd take the notarized letter. let us know what they say.
