It's not, just like you have to twist everything around rather than just answer a simple question.

I gave a simple answer.

IN the cities you listed, certain people should be allowed to have and carry a gun.

And what people would that be? That should be the answer for any city.

"certain" sounds like a code word for "real Americans".

Gotta love the whistle.

I would replace 'certain' with 'law abiding'

Each city could name the qualifications on it's own.

Already we see Detroit's Chief of Police embracing this, from what I gather he used to be a gun-banner but has moved away or modified that after seeing it's futility and failure.

Oh good lord this again. Who cares where he got his gun? The fact that anyone would shoot to resolve an issue with friends, family, colleges clearly shows they have emotional or mental instability. Shooting people doesn't solve any problems, it's not a good way to get satisfaction or resolution of anything. Anyone that does this is mentally unstable whatever other rational is overlaid onto it. Killing people you hold responsible for your ills is not rational.

It is the only thing anyone has that might bear semblance to an argument.... Any port, in a storm...
