Timeline

Delhi has been scheduling interviews almost every working days of the month. But for some reason, Mumbai only scheduled until 19th June.

NVC has been sending the IL the same day (or the following day) they schedule the interview.

where was Biometrics done in Chennai? I'm sorry, I don't know what Chennai VAC is...I'm from Chennai too and applied for IR1 visa

The VAC in Chennai is at cenotaph road. Here is the address:

Chennai Teynampet, Chennai, Tamil Nadu – 600018 No 3, Cenotaph Road

You will need to create a Log In and a Profile on the US Travel Docs website, first. Then when you get your interview scheduled and IL in hand, you will make an appointment for fingerprinting and pictures. You make the appointment at this same website. Here is the link:

You will also select a Passport/Document pickup location that is convenient for you. Since I do not know which is your city, I could not tell if they have a pickup location in your city.
