You CAN file for an EAD right away before AOS, but it is a pointless waste of money. You have to pay $380 to file for it and will expire when his I-94 does. It has been taking 3-4 months lately to receive the EAD, so he would not have enough time to work before it would expire. Don't bother with that. File for it with the I-485 when the EAD and AP form fees are waived.

Can my fiancé apply for work authorization even before we get married?

yes, but it would expire on the expiration date on the I-94 (90 days), so most likely you would not receive the EAD before it expired. Waste of time and money to file before filing AOS after marriage.
