Start CR1 process while on Student visa?

She just bought a round trip ticket to return back after this summer and once she gets home we will go ahead and get married and then Adjust status. This does seem like the most natural route and I'll relay this to her and my friend to get rid of the woe of visa fraud, which I'm assuming only is applied in very obvious cases where someone obtains a K-1 and gets married immediately when entering the U.S. or something to that effect. She can't do that. You need to marry now and adjust first. She can't leave the US and then re-enter on her student visa with the intent of marrying and adjusting status.

Well, this complicates things...

Her passport doesn't allow for her to get married. It's a special Turkish passport that specifically doesn't allow for foreign work or foreign marriage. She could still get married despite the passport, but that would violate the Turkish law (although, it's possible they wouldn't be aware of the marriage) and also her plane ticket is in less than 90 days, so this can't be an option for us. How will they know we have the intention? If she comes back and we wait a bit and decide to get married later next year perhaps after the first semester or in early 2015, she will by then have a proper passport and it will uphold the law on both sides. We have the best intentions, and the most long term intentions, which means an adjustment of status at some point down the line, I guess you could call that re-entry with the intent to marry. This is what I was worried about, and this is where that risk factor comes into play again. What are my best options? The CR-1 afterall?

I also want to add:

The intent to marry lies more with me, I am aware that she can become a permanent resident using the AoS and I want that for her. I know she wants the same thing, but we have no definite plans for marriage. That being said, I will tip toe around the subject and surprise her with a proposal upon our 2 year anniversary next year when she has the proper passport and nothing will seemingly go wrong both here and in Turky (if we marry now it would violate her unique passport that denies that . That way, assuming she says yes, the planning and intent lies only with me. Thoughts?
