It's hard to know what took place before the clip, but those two guys on foot started running after the scooter which appears to be an act of aggression. The guys on the scooter appear to drop the flag out of fear and flee. Then some other guy tries to talk to the two hostiles and they shout cuss words at him in a very threatening manner.

I'll give you everything in that except for the bolded part. They were walking away the whole time they were yelling at the guy. Not really threatening.

The guy on the scooter executes an illegal u-turn and then the passenger throws the flag on the ground almost tripping a passing jogger. Then some Marine picks up the flag as obviously the other guy didn't want it anymore.

Indeed. Context is everything. The guy on the scooter didn't just decide to drop the flag out of nowhere. He was threatened and dropped it out of fear. The bully was after the flag and he took possession of the loot. That's theft any way you cut it.

It may have been the reason why the protestor had the flag upside down. If it was a government protest, some people flip the flag upside down as a way of saying our nation is in distress.

There is no wrong, in the context of freedom of expression. He has as much right to fly his flag upside down as I had to fly mine under the Bush regime.
