You are right Phillip. M thinkibg same as its a last month of fiscal year,they need to allot all available visa numbers in this bulletin.

Is this a good news for oct vb?

It has nth to do with Oct VB but i believe DOS will let all 2012 filers through one and for all and with the start of new fiscal year new visa numbers will be available and with no 2012 filers are left , they will make it for 2013 filers.
