Country of Chargeability for I-130 application

Hello everyone,

I am a naturalized US Citizen who have an I-130 application under processing for my spouse (NOA1 01-20-2014). My spouse was born in Russia and currently reside in Jordan and have Jordanian passport (she is dual citizen of Russia and Jordan) and the I-130 application was submitted using her Jordanian residence and passport but the included birth certificate (issued in Jordan) show a place of birth in Russia. The NOA1 indicate the place of birth in Russia in the beneficiary information. I am not sure how the immigration look at this and if even there is a difference in time of processing between the two countries.
