My wife is a permanent resident, entered US in the Fall of 2013. She has her GC, and everything is pretty much set regarding her status here.

My wife will likely have joint surgery in a few months. If my mother-in-law were to desire to visit for a week or so following the surgery, what would her chances be of getting a B2 visa? She is from Pakistan, but we thought she would be able to demonstrate significant ties her home country (owns a home, anf she has 5 children which live with her, as well as her elderly mother) She plans to stay for a week or two, and then go back.

Also, would it make a difference whether or not she was coming following a surgery, or following my wife having a baby?

Did you pull the average approval rate for tourist visa from that embassy?

I notice many from the Philippines try to make a big thing about the mother coming after the birth of a baby to help out the mother and take care of the baby. This kind of ends the interview right there, as its looked at as taking the job of someone who could be hired to do it. I'm not sure how true it really is, but it might not be a bad idea to not even mention the birth of a new grandchild.

Post surgical care also not significant I presume?

Do not bring up the reason is to care for someone. There are people that can be hired to do such things, which means she's coming to work and not to be a tourist. Keep it to she just wants to visit her family here.
