These people are so ignorant of the laws of the countries they deal with. Even after you tell them.

My wife is bringing over her son and daughter, ages 17 and 15, respectively.

We got the I-130 aprovals and it went to NVC, we paid the fees and sent all the docs that were needed, and now they sent a request for a police certificate for the boy. He's older than 16, but in Costa Rica, minors are not issued a police certificate.

I had a feeling this would become an issue so trying to be proactive, I included a note in the IV paperwork that we sent, I have called them in the past to tell them so, and I emailed them about it too.

My sister in law took the boy and tried to get one and was turned away saying that minors are not given police certificates. She even had the NVC letter requesting it, but they would not even look at it.

Any suggestions as to what to do? I'm gonna call them tonight to try and straighten this out.

simple. find that part of the law that says 16-year olds are not issued a police certficate. if you can't ask for that written reply from the office that issues it. put your request for info in writing and request a written reply so that it's official.

Call NVC ask to speak to a Supervisor. Ask them to Case Complete your case and you will deal with it at embassy. Since your embassy knows whats up . Just bypass them usually they will case complete you.

That was my first thought too, but then I remembered that we are dealing with the Costa Rican government. Nothing is simple. But I get your point, I will email the US embassy in Costa Rica so that I can have their answer in writing.
