Anyone recently filed AOS without NOA2?

My fiance now has his visa in hand and will be moving to the US in late July, and we'll get married about a week after. We're very excited to have wrapped up the initial process, but now I'm worried about AOS, primarily because we never received a hard copy of the NOA2, nor did we receive an email. According to the USCIS Case Status website our I-129F was approved on November 20, 2013, only a few weeks after we filed. There was never any notice of this approval and we wouldn't have known about it except for the website. The NVC received it a couple weeks later, and now we've passed our interview and everything in London. So it's all gone very smoothly aside from that missing NOA2 notice, which I know we need for AOS. I've called the USCIS several times to discuss this with them, and it seems like each time I'm told something completely different. Mainly they tell me to file the I-824, but of course I don't want to pay $400 for an extra sheet of paper. I called once a couple months ago, spoke to a Tier 2 representative, and they were very apologetic, mentioned something about a glitch at the California Service Center, and told me they'd put a new one in the mail for me. So I was very pleased to have them solve the problem, but of course this second NOA2 was never received, and when I've called back and mentioned it they always say this is impossible and I'll just have to pay the fee because this is all somehow my fault. I've also tried asking if I have any returned mail pieces and the answer is always no. So I have no idea how this happened.

But anyway, I've seen a few posts on here of people submitting the AOS without the NOA2 and using other bits of evidence, but I'm wondering if anyone has any recent experiences with this? Would you recommend trying to submit it with other evidence, or should I just bite the bullet and pay the $400? We do have other evidence that we've been approved obviously, like our letter from the NVC, our letter with our interview time and date, a screenshot of the USCIS website saying we were approved on Nov. 20, and a scanned image of his visa, along with perhaps a document explaining that we're submitting all this in place of the NOA2 hardcopy, which was never received and we couldn't afford to pay the $400 for a second one. Anyone have any ideas on whether this would work?

October 22, 2013: Mailed I-129F Packet

November 1, 2013: NOA1 email and text

November 4, 2013: Alien registration number changed

November 20, 2013: NOA2

December 19, 2013: Case forwarded to London Embassy

January 2, 2014: Packet 3 Received

February 7, 2014: Medical

March 13, 2014: Interview

I also never received the approval notice and was suggested by uscis officer to replace it for $480 don't really remember the exact amount.

Our attorney suggested the same thing but there are so many members here that went on without it successfully so we gave it a try. Got an RFE but not for the approval notice. Please check my timeline for exact time frame.

Got my GC last November 2013.

I submitted the copy of I-129F form that was approved, basically anything you have indicating your petition is approved and include a cover letter stating you never received it, and attaching other proofs instead.

Thanks, yall. That's very reassuring! I probably won't completely stop worrying about it until we're approved, but it does put me more at ease to hear success stories!
