They are requiring that you file for an ITIN. That form is W7. They will need the foreign spouses passport for up to 10 weeks (or other documents that they have listed).

She might be eligible for SS, so get that squared away ASAP. Only takes a couple of hours depending on how far she is on the timeline. My wife applied for hers last month. She got her card four days later, but her number is still not being recognized in the system. I had to file by mail and photocopy her card for the time being.
