Q1: Once your case reaches the NVC they'll send you the Affidavit of Support Fee Bill. You'll send them a check and then they'll send you the Affidavit of Support package (which includes the I-864 form and the barcode sheet that you'll have to return to the NVC). I don't remember exactly which documents you'll need...maybe you can check online at www.uscis.gov. You'll also receive the DS-3032 form (Choice of Agent), that will be filled out by your husband and mailed back to the NVC. After they get all this, they'll mail the Immigration Visa Fee Bill, and once this has been paid they'll mail your husband (or you, if you are his agent, or a lawyer) the DS-230 package (also called Instruction Package), which includes the DS-230 part I form, the barcode sheet and the list of all the documents he'll need to bring for the interview. He'll need to fill it out, add a copy of his passport's biographical page and mail it back to the NVC. Once the NVC gets all the documents, they'll review them and if they have everything, they'll send it to the consulate/embassy. Then when they consulate/embassy has the interview date, they'll mail him the Interview Package, which is the former packet 4. It includes the DS-230 part II and a reminder of all the documents he'll need.

Q2: He should have the DS3032 and the DS230 filled out and signed. In my case, my husband was my agent and he got the DS-230 package. So if he choosed you as his agent and leaves the DS-230 signed and the copy of his passport, it will make things easier for both of you, as you'll be able to mail it all to the NVC quicker.

I have never used James' shortcuts, but you could look into that to speed things up! Good luck!
