I just received response to an intent to deny because I have failed to submit evidence to establish that my mother's maiden name and married name are the same individual.They are asking for a photo identification for each name.This is the most persuasive evidence for them.My problem is my mother cannot find any photo identification with her maiden name on it because she did not keep any.I have her latest photo identification.Can i just submit her birth certificate and marriage certificate?

I've been there. My advice, just take the DNA test. It's expensive way but you will get an approval instantly. When is your RFE due? Now I am just waiting for NVC to send me a NOA.

I have already proven my relationship to my mother. My problem now is the photo identity of her - both with her maiden name on it and with her married name on it.She doesn't have photo identity with her maiden name on it.I am asking if I could just submit her birth certificate and marriage certificate

submit her birth certificate, marriage certificate and copy of her passport. They are only asking of a proof that the name on her maiden name and the married name is the same person...I got the same RFE from uscis and that's all I submitted and they approved my case.
