If customer officer denies entry at airport ...what happens to money spent on ticket?

The US gov can pay to send you home. It comes with a penalty though: you become inadmissible to the US because they had to spend money to get you out.

So are you saying that ....its inadmissible for ever? even though we reapply and go through the same process of petitioning and sponsoring again?

That's theoretically true, but in practice, CBP has discretion to deem someone to have abandoned their status even if it was less than a year. I have seen it happen before.

I have also seen people being made to purchase a return ticket home upon being denied entry, even though they already had a return ticket. I'm not sure what urged CBP to do that to some people, even if they really purchased one-way, because if they got no money, how will CBP get rid of them?

If CBP denies entry before or after one year of outside stay...they have final word?

no one can appeal ? is there like hearing or anything so person can explain to judge or something?
