DS260- question on have you ever been refused a US visa?

i have question on DS260 field Have you ever been refused a US visa? my wife applied for student visa in 2012, but the visa officer asked her to improve scores for GMAT. never gave any paper in written of rejection and doesn't have any stamp in the passport, now when we fill DS260 what needs to be answered for that field?

your thoughts on it please?

If she applied for US visa (student visa in this case) you will have to say YES. And if there is a note field you can explain. Not granting the visa is essentially being refused a US visa. This is not negative anyway. It has no bearing on your present application. And also remember, they will have that information with them anyway.

Also, please change the consulate in your Timeline. It shows Armenia now. Thanks.

OK, but mine I only applied for a visit visa to see my wife,but I only paid visa fee at the bank,i did t get an appointment for interview before I stopped the process,I think I should NO right
