I agree. Unless there's a compelling reason you shouldn't work, then you should be paying your own way and not expecting the tax payer to cover you. I thought that as a conditional resident your spouse is financially responsible for you? Not the state?

Health insurance is crazy expensive so I sympathize with the OP. I was t sure how strict different states are though. I think in my state it's tough to get Medicare and we have friends who are only a few hundred bucks over the threshold so they don't qualify yet they cannot afford $4-800 a month obamacare. Crazy system!

If you don't have enough income and the state does not provide medicaid for green card holder you will not be penalized, but this is vary from state to state, like my friend does not have insurance, and his applied for obamacare and told no insurance available for him the cheapest was like 150 and they told him since North Carolina does not participate for insurance help you will not be penalized for not having it.

and this is what my friend told me, and please call your social services they are a great help and they will help you. each person have different circumstances .

The penalty is federal not state, so i don't think what your friend says is correct. Have him double check that. The State could choose not to make their own State-Run Healthcare site and choose not to expand medicare but that doesn't exempt them from paying the federal tax penalty without a healthcare.

Tell your friend that if he is a USC or at least 5 yrs as a GC and has low income, he can have a subsidize healthcare coverage. Have him sign up for ACA on the federal website since his/her state chose not to create their own.
