I called NVC and they told me that my petition has been sent to Montreal Consulate. Flowering the post “Canada Immigration & K1 Guide for Montreal” at the first page, I tried to reach DOS at 202-663-1225 and to see if my petition has been received by Montreal Consulate. Unfortunately the number seems wrong. Anyone has met the same problem recently or DOS has a new number?

In this situation, should I contact DOS or Montreal Consulate directly? If I should go for Montreal Consulate, what is best way to reach them, by call or by email? I would really appreciate your generous help. Thanks in advance!

Could I ask you more question? I just check my case at CEAC site and it says my application is "ready" ( as shown in the attachment). Does that mean I can send my package 3 to Montreal Consulate now? Thanks again!

I did do. I sent packet 3 with instructions as given in MTL website at this stage like yours. when my documents were in transit, I got an email from MTL that packet3 was sent on bla bla.. but never reached me.. I have read many people never received packet3 instructions from MTL.
