What would be the basis of an expedite?

What would be the basis of an expedite?

Well it's just the cirmustances, the situation in Syria I suppose, but I don't know that there is any official paperwork or procedures for that.....basically the way I read it is I could write a summary of the situation in an Addendum or sorts, to expain all the details and events etc...and ask for an expedite, but in reality I don't expect to get it done any faster than usual.....oh well.
