i have 2 minors thats eligble to become USC after POE, do we need to pay ELIS for both of them?

has anyone been in this situation???

your inputs greatly appreciated.

before immigrants will arrived you must pay $165 otherwise DOS wont release your GC.

I already done that

but the 2 minors will become USC once they arrive at US. so they don't need greencard right?

FYI

i was able to talk to someone who gone thru this process and not paid the ELIS for (biological) minor who is eligible to become USC upon POE under CCA of 2000.

this is her reply to me:

"In our case we did NOT pay the ELIS fee. This fee is for the green card. When she entered the US her visa got an I-51 stamp that functions as a green card for the first 12 months after she is admitted. Since she is already a citizen we "skipped" the green card step and applied for her passport a few weeks after she arrived.

If you want your immigrant family member to have a green card then you must pay the ELIS fee. Otherwise, they can still enter on their immigrant visa, but they will not get a green card until the fee is paid. Their only proof of legal status will be the I-51 stamp in the passport they used to enter the US."
