Can I revive an I-130

Timeline

Folks,

I will try to keep it as short as possible. In year 2012, I applied for my parents AOS. They have a 10 year multiple visa.

Due to my mom's deteriorating health, she had to leave mid way after finishing their medicals, fingerprinting. They did not attend the AOS interview and their application was denied.

Now that she is doing good, I would like to apply for their green cards again. Now i know that the I-485 has been denied and there is no coming back from that.

But can i request USCIS to revive the I-130 and send it to NVC so that they can apply for an IV at the foreign consulate ?

Is that an option or do i have to file a fresh petition ?

You guys are awesome. Thanx in advance for all the answers.

Timeline

Usually appluications with no activity for more than 12 calander months are closed. Call USCIS to see if by any chance they missed yours , is so find out where it is and start moving on it , otherwise you are stuck starting out over again,

This will not be over quickly. You will not enjoy this.

Your parents didn't overstay their visa visit did they waiting on the AOS?

No they did not overstay. As i said, they left before the adjudicating interview.

The interview has nothing to do with it. I ask about the overstay because if they stayed past the date stamped in their passport (How long a visit were they granted), getting the Visa would be problematic and may carry a ban. Thats why I asked.

No buddy over stay is out of question coz it never happened. My question is can i revive the I-130 ?
