DCF in Manila (what requirements/documents to submit)

HI VJ member,

My US citizen friend wants to do a DCF in Manila (I130 for spouse and Step child). He has been living here with his wife since they got married in 2011 and has not go back to the US since then. Need to know the documents to be submitted. What about for the US domicile requirement? His US drivers license is expired and he has no bank account in the US. He is filing US income tax with 0 income. He has a US address where he used to live before.There are mails and letters that are send to him in his US address . What are the things to show US domicile? and do you think he can file for DCF for his wife and stepchild? What are the things to be submitted and how to start the process? Thank You

I believe for the US domicile requirement you only need to show a residence that you plan on living at when arriving in the USA.

But I think to use DCF the USA Citizen needs to be a permanent residence of the Philippines, which could be under a 13a Permanent Residence VISA.
