Hello,

I am a U.S. citizen and my wife is Irish. We were married in the U.S. in 2008, but have lived on the island of Ireland (Belfast, UK & Dublin, IE) since our return shortly after the wedding.

My parents are aging, so we purchased a house in their hometown and are contemplating moving there in August, 2014. If we do, would it be best to apply for her permanent visa from here in Dublin or wait until we enter the U.S. and apply from there? Any suggestions would be greatly appreciated.

You have to be domiciled in the US in order to file for your wife. it's fine to file from Ireland but you have to have an address in the US and be able to prove you have residency there as the petitioner because these visas are for family reunification.

He has a US address. He has bought a house in the US. OP, check and see if DCF is still a possibility from Ireland. It used to be, but I am unsure if it still is the case.

I can explain it to you. But I can't understand it for you.

DCF is not available in the Republic of Ireland, only Northern Ireland.

Incorrect. He does not need to be domiciled to file the petition. He just needs to prove intent to reestablish domicile by interview time.
