intervew at airport on arrival late into the night

My wife just got her green card stamp at the consulate under IR1 category and will travel now to the US.
She reaches Newark airport at 4 AM or so - for her 1st entry since the stamp - she has been to the US before on Tourist Visas.
I know immigration is open 24hrs, but does she have to wait till 8 or 9 AM for her secondary interview ?
Any issue that she has visited before on Tourist visa?

what is the situation on weekends - are the immigration officers for secondary interview available late into the night or early morning?

She will go up to the CBP person and be inspected. She may go into secondary inspection or she may not. My wife did not. They just stamped her and she was on her way. It really depends on EWR and how they do things as each airport is different.
