Okay, think what you like.

It can take up to a month to actually look at the petition and realize there is no check there, then they will send it back super slow mail (like 3rd class mail).

There's a chance you might get it back sooner, but Harpa pretty much has the right of it, it could very well realistically take a month or even more.

Once they receive it, it might take a week or more for someone to even look at it. A little more time to sort through it. Then it gets put in the rejected pile and sent off to the mailing department. They'll get around to it whenever they do, maybe another week, and it won't be sent by any particularly rushed method, and the post office is dubious at best. They like to mis-sort things to Alaska, especially with the budget cuts they've undergone over the last year or so.

November 14th, 2013: She's here!

December 12th, 2013: Picked up marriage license.

You can think whatever you wish, it doesn't make it true. No one can answer your question with an absolute answer. The fact is you have to wait for them to open the package, realize there was no check, package it back up and send it to you. That's when you'll get it back.
