What is the function of the NVC when the petition arrives?

After being approved and receiving the NOA2 in the mail, I called the NVC to find out if they've recieved my petition. They received it on December 27th, 2007. Does anyone know exactly what their function is for processing K1 visa petitions?

NVC processes all approved immigrant visa petitions after they are received from Citizenship and Immigration Services in the Department of Homeland Security (CIS) and retains them until the cases are ready for adjudication by a consular officer abroad. Petitions may remain at NVC for several months or for many years depending on the visa category and country of birth of the visa applicant. When an applicant's case is about to become current (a visa number is likely to be available within the year), the petition is forwarded to the appropriate U.S. embassy or consulate overseas. If an applicant is adjusting status in the U.S., the case will be forwarded to the appropriate CIS office upon request by that office.

Note: It takes about 7 days for the petitions to reach Guangzhou, but Guangzhou is very backlogged and take 2-3 months to "receive" the petition, it will sit in a store room until then.

So, if I understand correctly, the NVC really does keep it until the consulate in Guangzhou is ready for it.

With K-1 and K-3 they tend to start a name check, and hold the petition for at most 4 weeks, then send it to consulate, Gunagzhou tends to sit on it for 2-3 months before they are ready to "receive" it and send out packet 3.

Ok great. Now I understand. From what I've read, the NVC takes about 1-4 weeks then sends it to Guangzhou. But, as you were saying, "receive" means not as it comes in at the consulate, but it sits around until they can process it. Please correct me if I'm wrong.

You are exactly right "Receive" means when they actually take it out of storage and start processing it which can be 2-3 months from when NVC sent it to them.

Guangzhou extends the petition expiration date automatically.
