Neither.

My moms b visa is good for 3 months. When she arrives in USA at the immigration counter, will the officer puts dates on her I-94 according to the expiring date date on the visa or based on her round trip ticket?

The time she gets is the discretion of the CBP officer at airport. has nothing to do with her ticket and could very well get her a denial. You say 3 months if she was to get a ticket returning in 2 or 3 months thats very risky. She should ask for less time to not look suspicious and get denied.

the visa duration is only for entry into the USA, not for any duration inside the USA.

so when she comes into a POE, a CBP goon will decide what the duration is to be, and tell her.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Thank you. So with 2 months intention doesn't cause any risky issues? Someone here said it's risky. Do they stamp the date based of country, possible?

intention of duration?

She could show up on the last day minus one of her visa duration,

the CBP goon will give her a duration of stay NOT BASED ON WHATS IN THE VISA.

That's how it works. I've no idea why you are trying to tie in 'intention' with 'visa validity date' on a tourist visa,

as

that validity duration ONLY governs WHEN a human can enter the USA.

as to other stuff - if she shows the CBP goon her return ticket and he studies the dates there, is quite possible that the I-94 will be issued to cover her DURATION dates.

Yes I understand that part now. The word intention is probably poor choice of words when it comes to immigration. So would 65 days be reasonable? This is our first time for this so totally clueless.

sure, for a b-2 - folk get anything from a month to 6 months (6 months is rare, IIRC)

Darnell: In case you are not aware of this, there are many countries that require the visa to be valid throughout the person's stay in the country. The U.S. is one of the exceptions to that -- which is what causes confusions/questions on the part of many people and why questions like the one from the OP are asked all the time.
