Question regarding USCIS Immigrant Fee and ELIS

I read that only the immigrant can open a USCIS ELIS account and pay the immigrant fee.

Can my spouse (immigrant) use my bank account or CC (petitioner) to pay the immigrant fee or she must use her own bank accounts cc to pay?
