Anything I can do to help foreign inlaws to get tourist visa?

No. Your intervention will generally not improve their chances....your intervention only shows the reasons why they might remain in the US, not why they would return. For example, you writing a letter explaining all the reasons they would return is meaningless because in reality, you don't know with a 100% certainty what those reasons (if any) are, what draw they might have on them, and what their real long terms plan may be. You reiterating something the VOs already know doesn't make that something (or those somethings) any more true or valid.

Every applicant has to qualify based on the merits of their own situation and ability to establish themselves as bona fide visitors for pleasure. No third party can guarantee their compliance with our laws, nor can you legally force them to do anything while in the US.

There is nothing you can do.

A visitor visa applicant is presumed to have the intent to immigrate. The applicant must show through their own circumstances that he/she is likely to visit and return home. The applicant must show strong ties to home that indicates that he/she has reasons to return home after a visit.

You are not a connection to home. You are a connection to the US. You weaken their bonds to Peru.

There is nothing you can do to help. There is lots of harm you can create by showing how much support you can provide them in the US.

The B1/B2 application must be based on it's own merit, have good supporting evidence and the applicant must have strong ties to their home country.

You, the in-law, have no part in the process; as echoed earlier, you only wish them the very best of luck!

The tourist visa is an interview based visa by US law. Usually they won't even ask for supporting evidence. The decision is purely based on answers on the application and the answers given at the interview.

I'm in the other camp where people said a tourist visa was impossible in my case yet the wife got one. There is a slim chance of winning the lotto yet people buy tickets.

I suggest your in laws apply again if you can afford it. A different CO maybe in a better mood. I've seen postings of people who got it on the 3rd or even 4th try.

His in-laws can apply as many times as they want.

The main point is that he can not (and should not) do anything to help them.
