Please help,

I am a PR , I have a daughter under 21 years old out of The U.S ,I want to bring her to US.

Can I apply for " Green Card" when she is still out of the US?

If Yes, please help me to know. what is the best way.

I don't want she arrives to U.S by visa and waiting for her Green Card so long .

You will file a petition for her which will establish she is eligible to apply for a visa to the US based on a family relationship. She will apply for the visa in her home country or country of residence. If the visa is approved she will come to the US. When she arrives in the US this will activate the system which will issue the green card. You can't get a green card without coming to the US. You can't keep a green card unless you live in the US.

You must separate out the difference between an immigration visa and a green card. They are not the same thing.

You can petition for your daughter by filing an I-130.

Based on the approved I-130 petition, your daughter can file for a US immigration visa.

Once she enters the US on her immigration visa, she will be given her green card upon entering. There is no waiting for a green card once she arrives on her immigrant visa.
