114 days In Line for Interview Sch. - N-400 NYC Filer

Timeline

I filed my N-400 application with the USCIS in Sept 2013 with a priority date of 9/27/13. My Local office is NYC. I applied under the 90 day rule. I am applying on employment basis (5 years). I completed finger printing on 10/28/13 and i was placed in line for interview scheduling on 11/18/13. It has now been over 113 days since I have been in line for interview scheduling. I have made several calls to USCIS and spoken to customer services. I finally requested to speak to a Tier 2 officer on 2/26/14 who made a service request on my behalf and asked me to call back after 3/13/14 if i dont hear from the New York City field office. I called today and I was told to call back on Tuesday as the cut off is 3/13/14 end of business. However, the tier 2 officer I spoke to today said that the delay might be because my applciation may be stuck in the background check process and usually that is what causes delays. He said that as far as he can see my file is still in the background check step.

From all the information i have read and research I have done, I was under the impression that We are not put in line for interview scheduling until our names are cleared and background checks are complete. Am I wrong in making this assumption? I have no faith in any information I recieve from the 1-800 customer services representative or tier 2 officers for that matter.

I mean, background checks are background checks. Assuming you are correct that all background checks clear before they put you inline (not sure how true that is, btw), they can still pull your file at any time to conduct further checks.

It does appear from your account, that your file is being thoroughly checked in the bacground check stage. Not much you can do at this point but hang tight. Or, what you can do is, write to the USCIS ombudsman or your congressman to lodge an inquiry.
