I'm not sure but I do know it's $200 to get a replacement!

I had a similar problem. I moved to a new state and I never received an approval notice. I called and called for a replacement. I didn't receive the actual replacement but USCIS sent me a letter stating my case was approval and the approval date. I saw similar posts with the same problem. You can search the forums. There was a post of two individuals that sent in the email approval letter and the letter stating the case was sent to NVC. It depends on the officer reviewing your case. If the officer is kind they will take your email approval. There is an option of paying $200 for a duplicate but I feel it is a crime to charge for everything! This process is expensive enough! I hope this helps.

I had same problem. You need to file an I-824-you can download from uscis website, just look for forms. Good Luck.
