I found this line item in the instructions sheet asking for a affidavit from a third party. "Affidavits sworn to or affirmed by third parties having personal knowledge of the bona fides of the prior marital relationship (Each affidavit must contain the full name and address, date and place of birth of the person making the affidavit; his or her relationship, if any, to the petitioner, beneficiary or prior spouse; and complete information and details explaining how the person acquired his or her knowledge of the prior marriage. The affiant may be required to testify before an immigration officer a bout the information contained in the affidavit. Affidavits should be supported, if possible, by one or more types of documentary evidence listed in this paragraph.)"

Spouse friends is willing to write an affidavits that they witnessed our marriage. Does this has to notarized like court or other body in the country ?

Before you go to the trouble of getting such affidavits, consider the following:

• they are not required (the list in the instructions you are referring to are suggestions, not requirements)
• they carry little to zero weight to begin with
• if you choose to obtain them, have them come from people who have interacted with you both as a couple on some level

Additionally, such affidavits do not need to be notarized.

I'll suggest that you concentrate on gathering evidence of time spent together in-person; that will always be your strongest and best evidence.
