My conditional green card never issued.Then,When Can I apply for US citizenship.

some people say :" Adjustment Of Status" or pending

ok . All you right.

Question

By or to be with "Adjustment Of Status or pending on k-1 marrige " is lagel for stay in USA or no ?

if YES.

Then i was lagel to stay in USA and live my wife. My marrige was lagal too. Then after my 3 years marriage, i can apply for N-400 , then i was lagal perment resident without card. ( because USCIS was very busy or lazy not me.)

One more thing

I cannot apply on Dec/2014

because For N-400 they need one more tax return after green card (2014) + 3 years tax return 2011-2012-2013. Then i will apply on feb /2015

You are wrong. Being "legal" as in not out of status DOES NOT automatically mean that you are a LPR. A lot of people are in the US LEGALLY who are not LPRs.

They wrote ,for some people this happen to have 10 years green card without conditional permanent residency. Then I am not first one or strange case in this kind visa, this happen to me.

2007-02-26: filed for K-1

2007-03-19: K-1 approved

2007-06-11: K-1 in hand

2007-07-03: arrived in USA

2007-07-21: got married, yay!

2007-07-28: applied for green card

2008-02-19: conditional green card in hand

2010-01-05: applied for removal of conditions

2010-06-14: 10-year green card in hand

2013-11-19: applied for US citizenship

2014-02-10: became a US citizen

2014-02-22: applied for US passport

2014-03-14: received US passport

If was not matter by what kind visa someone takes her/his "GC" , Never Ever , USCIS doesn't put on green card place for "category".
Then, I think I am so right. It is NOT problem about understanding english. DEAR

Come on komsu ...please understand that USCIS didn't make a mistake. Your process just took longer and you are not the first one that had to wait that long for AOSl

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
