Letter from US Consulate in Juarez

Timeline

I'm curious if anybody can help me out, I just got a letter from the US consolate in Juarez. The weird part is this letter is made out to my Fiancees name and not my name. It is stating that our case is ready for processing and that she needs to complete the DS-160 and print the confirmation letter. Also saying to schedule a ASC appt (what is the ASC appt?) and to schedule the consular interview. I am curious if this is the packet 3? We have not received a packet 3 yet and this is the only thing we have gotten from the consulate so far. Also curious if she will receive the same letter because it says that she needs to present this letter at the interview Any information about what we can expect would be greatly apprechiated.
