I have learned so much and have gained a lot of knowledge from reading through threads on this forum. However, one detail that I haven't been able to find a clear answer is whether the visa fee should be paid (through CITIC) after the P-3 package is received or not until the P-4 message is received. My fiancé received the P-3 packet a few days ago and has already sent the required documents to the consulate in Guangzhou.

2nd question: My fiancé is 42 years old and is not sure where she can find a birth certificate. She is a native of Shanghai. Any answer on which office she should contact would also be helpful.

You can pay the fee after you get the P3. I would register with ustraveldocs.com and pay your visa fee right after you get your P3...so do it now.

I can't help you with the birth certificate question. I think that was something my wife already had a copy of.
