Continued PCC confusion

So I've read the stick at the top of this forum about PCC & Mumbai, but it still doesn't explain my current situation.

My husband booked his appointment through the passportindia.gov site back in December, went to the PSK in Malad and obtained his PCC dated December 2013.

We submitted this with his IV Package in Feb. It is not yet 6 months old. Today, in march, we received a checklist:

______10 - PASSPORT POLICE CERTIFICATE:____________________________

Indian Police Clearance Certificates should be obtained as follows: • All Indian IV applicants aged 16 and above, residing in India, should obtain police certificates from the local Passport Office. • Indian passport holders applying for visas outside India should obtain a statement from their local embassy or consulate confirming they have no criminal record. • Non-Indian IV applicants residing in India should obtain police certificates from the District Police Station serving their area of residence. • Indian police certificates are not available for foreign (non-Indian) applicants applying outside India.

WHY are we getting this? I understand that it is not required for Mumbai consulate and that they accept it at the interview...but we submitted it anyway since it was on the list.

I read one post on VJ about a women a few years ago, who's husband got the same checklist, was told to just bring a copy to the interview and then got a 221g white slip with no information on what was missing. Her account is no longer active and contains no information about whether they ever got out of the situation. I'm terrified this will happen to us!! The other story was that NVC has a problem with the fact that the PCC says "Regional Passport Office, Mumbai" on it and not a specific local address. From my understanding, no matter whether you go to the PSK in Malad, Andheri or Lower Parel....they are all going to say "Regional Passport Office, Mumbai".

So what is the deal? What is lost in translation between India and NVC regarding the PCC?? Why is this always a difficult point for them? We followed the directions for obtaining PCC to the T.

When did you send your aos package and IV package?

It might happen that they have automatically sent whole IV checklist after processing your aos package.

Did you receive checklist with just police certificate or whole IV checklist?

Actually Regional passport office means the place ur passport has been issued.

Will explain my case. I applied in Trichy, Tamilnadu. My passport issuance place was Trichy. Its reflected in my passport. But After a couple of years, A service center has been opened in my town, Thanjavur, Tamilnadu which has been operated under Trichy office. So I no need to go to Trichy now to get my PCC. I can get my PCC from my local passport office. But The details of PCC such as my name, spouse name, passport number,Address, criminal records, issued place everything wil be reflected in that.

So no matter where u have applied n been issued. U should go to ur local office which comes under ur passport issuance office.

U can find out the local offices which come under ur passport issuance office in passport seva kendra website itself.

Actually Regional passport office means the place ur passport has been issued.

Will explain my case. I applied passport in Trichy, Tamilnadu. My passport issuance place was Trichy. Its reflected in my passport. But After a couple of years, A service center has been opened in my town, Thanjavur, Tamilnadu which has been operating under Trichy office. So I no need to go to Trichy now to get my PCC. I can get the PCC from my local passport office. But The details of PCC such as my name, spouse name, passport number,Address, criminal records, PCC issued place(Trichy. Note: not thanjavur), Passport issued place(Trichy) everything wil be reflected in that.

So no matter where u have applied n been issued. U should go to ur local office which comes under ur passport issuance office.

U can find out the local offices which come under ur passport issuance office in passport seva kendra website itself.

I already applied for PCC once and Its expired. My i130 petition got approved yesterday last night(March 5). So I can apply for PCC in my local passport office, Thanjavur. No need to go to Trichy anymore.

Timeline

Does the address in your passport match your current address? Is it possible that could cause a problem? I don't know just throwing an idea out there. hubby is getting his passport updated next week so that the address is current and my name is added.

Let us know what you find out or what happens since I am worried we might have a similar situation, our case just arrived at NVC!

We got a checklist for PCC after case complete (by phone) in December 2013. We submitted the PCC that was obtained from chennai Passport office in October 2013. After multiple calls to NVC (I got a different response each time. One told me to bring a new copy to the interview, other said everything is fine including the fact that they have the PCC and its good and Case is complete and we don't have to get a new one and told me to ignore the checklist). We got the case complete email and in the interview letter there was no mention of consulate needing new PCC and in fact it even said that PCC was forwarded to the embassy. I asked my wife to get another one closer to the interview date for the VISA interview just in case. She had an original from the one she got in October 2013 and another one she got in Jan 2014. None of those were asked on her interview day.

Did you call NVC and double check with them? Did you also check whether the name and address are as it is in the passport?

It may or may not be the case at Trichy or Thanjavur or at some other PCC office. I can only talk about the one at Chennai where there is no "Set rule" that they would issue another one only if the first one expires and we can attest to that since wife got another PCC with in the 6 month window. Wife got one in October 2013 and got another one in Jan 2014. In fact nothing was asked when she went to pick it up either during the first time or second time. In the sense, no I/L or a print out from DOS website was needed. Just her passport and Driving license was good enough to get the PCC and in both cases she booked her appointment visa PSK website and got her appointment to pick up the PCC in a week.

I did call NVC yesterday, but plan to call again to see if I get the same response today. First of all, yes, both my AOS & IV packages have been submitted. We got a checklist on the AOS for my joint sponsor's 2013 tax returns to which we just mailed the response yesterday. The Checklist for the IV says that they are waiting for a response to the AOS checklist and then displays the information about the PCC as listed above. Thats it.

The lady I spoke with at NVC said there is nothing to respond to. That they simply send this checklist out PRIOR to the IV package being reviewed sort of as a reminder that it is needed. She confirmed that every embassay in India is different with the PCC requirement and this also serves as a reminder that it may need to be updated prior to interview. So I told her it was in the package we sent to NVC and she said she wouldn't know because it hasn't been reviewed yet. They will review the IV package after receiving the AOS checklist response.

Seems they should change the wording from checklist to "reminder" so people don't think they need to send in another PCC.

Interesting about PSKs no issuing another PCC with a valid existing one. I was thinking to tell my husband to get a newer one once he knows when his interview date is...if its in May, its just a month shy of being invalid. Maybe we can use this "checklist" to convince the officers at the PSK to issue a new one regardless.

And yes, my husband's passport was issued at the passport office in Malad, which is also where he went for his PCC...its the closest to his home address.

It may or may not be the case at Trichy or Thanjavur or at some other PCC office. I can only talk about the one at Chennai where there is no "Set rule" that they would issue another one only if the first one expires and we can attest to that since wife got another PCC with in the 6 month window. Can you guys tell me why I have received checklist even though I have submitted PCC to NVC which I have obtained from local embassy or passport office at Singapore.

NVC didn't recognize the Police clearance Certificate issued by High Commission of India at Singapore.

In the month of October, I have received Checklist from NVC, asking for several things including Police Clearance of Singapore and Police Clearance Certificate of India . Both of these item had detail address from where to obtain and how to obtained these certificate? I have done exactly same and obtained both the Certificate. They had approved all the papers including AOS and D-260 papers excluding PCC issued by High commission of India at Singapore and NVC slapped me with a checklist on 17th of this month saying that they don't have ( they didn't recognize the PCC of India). I called and tried to explain NVC I can't bring other paper this is what High Commission of India at Singapore issued. They understood and told me they will take 30 to 40 days from now to clarify the same. Like seriously what's my mistake in this, why don't they clarifying the paper and checking what they are looking for. Just in rush they can do anything and ruin so many days.
