According to RIA Novosti, Russian Defense Minister Sergei Shoigu said Russia is looking to build military bases in Vietnam, Cuba, Venezuela, Nicaragua, the Seychelles, Singapore and several other countries.

“The talks are under way, and we are close to signing the relevant documents,” Shoigu said, according to RIA Novosti.

Was it ever? Marxist-Leninism was only popular in East Germany and in the student unions of campuses all over the United States.

It was called Marxism-Leninism and it's "popularity" extended well beyond East Germany. It certainly originated from Moscow and spread as exactly far as the Soviet military was stationed. Sure, they probably had more troops in East Germany than elsewhere - we were kind of special to them. They outnumbered the East German military five to one. Odd times, I tell you. Funniest times were those where I served two miles south of the nuclear missile site we did not have.
