Does my mother with no income and only 25 days in 2013 need to file US tax return?

My mother came to USA for the first time on Dec. 7th 2013 on IR5 category visa with I551 1 year stamp on Indian passport and last month in January 2014 she got social security card and green card. So now she is permanent resident.

She has not made any money in year 2013 and and she is going back to India after couple of days on March 5th 2014. She lived with us for this last 3 months and she has not made any money.

Does she need to file US tax return? Apart from IRS laws, I am also asking in terms of USCIS laws because eventually she would need to file for citizenship...and if tax filing for this year will affect that?

Also, me and my wife are filing married jointly...does my mother stay with us for about 25 days in 2013 change our filing status? i.e can we claim her as dependent or something?"
