My first thought is whether you could pass the English language requirement.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

I'm not sure why you need an F-1 visa. Have you talked to the Designated Student Officer at the school where you would like to study and explain your status? This would be the person who makes sure international students' papers & documentation are properly done.

If you already have a valid non-immigrant status and you are already in the US, I don't see why you would need another one just to go to school?

Not sure what your current status is - is it temporary protected status? If so, you may even qualify to pay for Texas resident tuition rate

I would strongly suggest talking to the school's international student office.

Canadians usually apply for visa's at the border,do not know how it works out when you also need a waiver.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
