I cant find the filing fee anywhere on the instruction booklet for joint married filing on paper, is there a filing fee?

Are you asking about sending paper tax return to IRS ? No, there is no fee to IRS for filing, only postal fee for mailing or filing fee that you pay a tax preparer to do your tax if you use the service.
