I would say wait a week then start calling NVC to see if they've received it. If they haven't received it they'll probably tell you to call back in 8 weeks, but just call back the next week and the next until they've received it

Considering you had a RFE, your approval is not late. Now that the first part (USCIS) is over, start calling NVC, probably once a week, to find out when and if they recived it. Then from the date of receipt it is taking another 20 ~30 working days or little more to get the Case # assigned. So start calling NVC again, around that time to find out your Case #.

You should also go over to the NVC - March 2014 thread and read the first two posts (posted by Ms. Saylin) in that thread (probably read them several times over) to figure out the rest of the process at NVC.
