When sending a copy of the marriage certificate and NOA2. do they have to be originals or can they be photocopies? Thanks

They can be photo copies unless requested at a later time to produce the originals. It helps out a lot to read the instructions before you fill out the forms.

I did read the instructions. It just says they want copies. So wasn't sure if they wanted an original copy or photocopy.

A copy is a copy. If you are asking about the certified copy when you go to the courthouse to request your marriage certificate, or a copy of that certified copy....then the copy of the certified copy would suffice. You may have to show your certified copy later at the interview stage (if you have an interview).
